Non-Highways of Statewide Significance/Approach Projects Project Summary: Non-Highways of Statewide Significance and Approaches to Highways of
Statewide Significance
![]() SR 99 heading south toward Seattle. King County photo.
These projects, while not improvements directly on Highways of Statewide Significance (HSS), will construct or
implement improvements to arterial streets, connections to HSS facilities and traffic operations. Specific projects
improve freight movement through grade separation, while others are designed to reduce travel time for
transit and carpools or provide competitive alternatives to driving. Non-HSS projects require other funding to
match the RTID investment at a level of at least one-third of the total projects' cost. Projects on approaches to
HSS facilities do not require a match.
